PATH has been working in support of the Zambia Ministry of Health since 2004. The Zambia Country Program portfolio includes projects across priority health programs such as malaria, nutrition and immunization as well as policy and advocacy with funding from USAID and Bill and Melinda Gates Foundation. With a staff compliment of over 100, the PATH Zambia office is fast growing and the second largest office in Africa.
PATH is leading a vibrant consortium of Zambian and international organizations that will collaborate closely with Zambia’s MoH, the NTB, the private sector, and other partners to support the eradication of TB in Zambia. Funded by USAID and focusing on six (Copperbelt, Central, Muchinga, Northern, North-Western and Luapula) of Zambia’s 10 provinces, the five-year Eradicate TB contract aims to increase the number of individuals screened for TB by 50% and increase the TB treatment success rate to 85% in targeted provinces. The four key tasks of Eradicate TB are to:
- Pursue high-quality DOTS expansion and enhancement.
- Address TB/HIV, MDR-TB, and the needs of poor and vulnerable populations in six provinces.
- Engage all categories of care providers.
- Enable and promote research.
PATH seeks a Technical Advisor to lead and oversee the implementation of innovative approaches and tools to increase providers’ capacity to diagnose and treat TB, increase community and civil society involvement, and address TB/HIV coinfection and the emerging drug-resistant TB (DR-TB) emergency.
The Technical Advisor will be responsible for the following key activities:
- Supervise the provincial technical teams.
- Provide day-to-day hands-on support to the provincial teams to implement and monitor work plan activities within the province.
- Support the provincial teams to develop detailed, feasible TB activity implementation plans that are in line with the national TB strategic and operations plan and ensure that these are integrated into the provincial and district annual plans and budgets.
- Provide technical and programmatic oversight to the provincial teams to regularly review and adapt the technical strategies in line with the changing environment to ensure that targets are achieved.
- Provide mentorship and technical supportive supervision to the provincial project teams.
- Work collaboratively with provincial staff to track and document progress of project activities and use results of data analysis for project improvement.
- Provide leadership in the field to implement clear, innovative approaches and models for implementing active case finding and treatment, DR-TB programmatic management, pediatric TB management, and HIV/TB integration that build on current strategies and existing community-based programs.
- Build capacity of and coordinate roles within a strong technical project team providing technical assistance to the different areas of TB control in Zambia to ensure delivery of high-quality, accessible TB services.
- Coordinate and collaborate with top-level officials both within and external to the project to ensure goals, objectives, policies, protocols, and standards are met.
- As assigned, represent PATH and provide technical leadership in technical sub-group meetings and other relevant meetings led by the National Tuberculosis and Leprosy Control Program (NTLP), the World Health Organization (WHO), or others.
- Provide linkages with local community partners to ensure improved TB advocacy, communication, and social mobilization (ACSM); increased understanding of TB; increased demand for services; and increased participation in effective service delivery by relevant groups.
- Leverage resources from other stakeholders to ensure adequate coverage of the implementation of innovative tools to strengthen diagnostic capacity in project intervention areas.
- Design and implement local solutions to increase drug-sensitive and drug-resistant case finding, case management, and case holding.
- Create an effective interface between the TB and HIV communities to efficiently improve management of TB/HIV coinfection, including providing leadership in the scale-up of TB preventive therapy (TPT).
- Provide leadership in operational research and development and dissemination of evidence-based guidelines for implementation of all project strategies.
- Provide guidance and support to the M&E team in the development and implementation of monitoring tools, which will include, but not be limited to, data collection, ensuring data quality, conducting data analysis, and reporting on program indicators.
- Contribute to effective use of project data to guide project direction and improve performance on project indicators.
- Participate in development of annual project work plans, budgets, and progress reports and documentation of project lessons learned and success stories.
- Help raise the profile of TB as a significant health issue in Zambia in order to increase political commitment and promote resource mobilization.
- A diploma clinical medicine, bachelor’s degree in clinical medicine or any health related field will be an added advantage.
- A master’s degree in public health or clinical science is preferred.
- A minimum of five (05) years’ relevant experience.
- Thorough knowledge of tuberculosis prevention, treatment, and control issues in Zambia.
- Familiarity with the Zambian health system.
- Strong interpersonal skills and organizational skills.
- Ability to advise, lead, coordinate and provide technical assistance to multi-disciplinary teams.
- Ability to work in coordination with international and national NGOs.
- Excellent representational, facilitation, mentoring, and communication skills.
- Critical thinker with flexible and innovative problem-solving skills.
- Excellent oral, written, and presentation skills.
- Knowledge of local language helpful.
- Ability to travel frequently within Zambia required.
- Excellent knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook.

Must have legal authorization to work in Zambia.
