Financial inclusion has been identified as a valuable tool in fostering women’s economic empowerment, increasing their capacity to face risk and unexpected expenses and participate in sustainable economic growth. The current environment in Egypt holds huge potential for women’s financial inclusion. Egypt’s National Women’s Empowerment Strategy 2030 and its accompanying pillar on Women’s Economic Empowerment lists women’s access to economic resources through increased access to financial services as an important objective. The Central Bank of Egypt (CBE) co-hosted the 9th Global Policy Forum of the Alliance for Financial Inclusion (AFI), held in September 2017. In his opening speech, President H.E. Abdel Fattah El Sisi emphasized the high-level political commitment for financial inclusion in the country, especially for women. Financial inclusion has moved to the top of the development policy agenda and gained a great deal of traction. In September 2017, the CBE and the NCW signed a Memorandum of Understanding to work together to foster women’s financial inclusion in Egypt, with the expansion of Savings Groups or ‘Village Savings and Loans Associations’ as one of the key objectives of the MOU. These developments pave the way for programs to create financial inclusion for all in Egypt, especially the rural women.
UN Women signed a 3-year agreement with the European Union Delegation in Egypt entitled “Women’s Empowerment and Financial and Economic Inclusion in Rural Egypt: COVID-19 Response” and with the Embassy of the Kingdom of the Netherlands in Egypt entitled “Women’s Financial and Economic Inclusion in Rural Egypt”. The two agreements aim to advance women’s financial and economic inclusion in four governorates, namely Assiut, Sohag, Minya and Benisuef. The programme will utilize complementary approaches, including a) the formation and expansion of Savings Groups (SGs) utilizing digital financial services to increase women’s access to quality and affordable financial services such as savings and credit; and b) supporting SG-related women-led enterprises and/or women-led clusters through the provision of in-kind grants and non-financial services, including skills development, as well as their integration into value chains and markets.
Under the above programme, the NCW and UN Women have signed a Partnership Agreement, which is focused on large scale actions to be directly implemented by the National Council for Women, in alignment with a broader CBE/NCW Agreement recently signed on financial inclusion.
The Programme Analyst will technically support and contribute to the implementation of the UN Women/National Council for Women Partnership Agreement and support coordination with the NCW/CBE agreement on women’s financial inclusion.
Under the overall supervision of the UN Women Deputy Representative, and the day-to-day supervision of the National Council for Women, the Programme Analyst has the responsibility for the delivery of the outputs and activities agreed to under the UN Women/NCW Partnership Agreement on women’s financial inclusion, as per the agreed-upon workplan.
The Programme Analyst post will be based at the National Council for Women (NCW).
Duties and Responsibilities
1. Coordinate the implementation of the Financial & Economic Inclusion Project:
- General coordination, management, and supervision of the day-to-day implementation of the UN Women/NCW Partnership Agreement in line with the project’s logical framework and the agreed-upon work plans and accompanying budget;
- Ensure effective dissemination of and access to information on project activities and results, including developing content for social media posts and NCW and UN Women websites, in coordination with the NCW and UN Women Communications teams.
2. Provide technical support to the implementation of the project:
- Monitor expenditures under the NCW/UN Women Partnership Agreement and ensure that the work proceeds in compliance with the agreed-upon budgets, and as per the NCW’s policies and regulations to ensure that;
- Funds under the Partnership Agreement are made available when needed, and are disbursed as per the NCW regulations;
- Accounting records and supporting documents are kept in accordance with NCW and UN Women regulations;
- The preparation of the financial reports in accordance with UN Women regulations, working in coordination with the NCW and UN Women financial officers;
- The preparations for audits as required by the Government of Egypt, UN Women and/or the Netherlands, and the European Union.
3. Provide technical support to the planning, monitoring, and reporting of the projects:
- Prepare annual work plans and quality technical reports;
- Contribute to the broader Women’s Financial & economic Inclusion project, as required, including contributing to the broader monitoring, evaluation, and reporting requirements under the UN Women programme;
- Contribute to ensuring full compliance with the EU, Netherlands, and UN Women communication and visibility policy;
- Report regularly and keep NCW and UN Women up to date on progress and bottlenecks under the Partnership Agreement.

- Strong programme formulation, implementation, monitoring, and evaluation skills;
- Ability to develop detailed operational plans, budgets, and deliver on them;

Required Skills and Experience
- Advanced university degree (Master’s degree or equivalent) social sciences, human rights, gender/women’s studies, international development, or a related field is required;
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Minimum eight (8) years (with Masters’ degree) of extensive working experience at the national or international level in managing complex programme interventions with national partners, preferably related to Financial Inclusion is required;
- Experience in women’s economic empowerment and financial inclusion is required;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems, is required.
- Experience in capacity building and liaising with government agencies is required.
- Experience in working in gender-related areas is an asset;
- Experience working in the UN System is an asset.
- Fluency (written and spoken) in English and Arabic required.
