Background

Placing women’s rights at the Centre of all its efforts, UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts and builds effective partnerships with civil society and other relevant actors.

Financial inclusion has been identified as a valuable tool in fostering women’s economic empowerment, increasing their capacity to face risk and unexpected expenses and participate in sustainable economic growth. The current environment in Egypt holds huge potential for women’s financial inclusion. Egypt’s National Women’s Empowerment Strategy 2030 and its accompanying pillar on Women’s Economic Empowerment lists women’s access to economic resources through increased access to financial services as an important objective. The Central Bank of Egypt (CBE) co-hosted the 9th Global Policy Forum of the Alliance for Financial Inclusion (AFI), held in September 2017. In his opening speech, President H.E. Abdel Fattah El Sisi emphasized the high-level political commitment for financial inclusion in the country, especially for women.  Financial inclusion has moved to the top of the development policy agenda and gained a great deal of traction. In September 2017, the CBE and the NCW signed a Memorandum of Understanding to work together to foster women’s financial inclusion in Egypt, with the expansion of Savings Groups or ‘Village Savings and Loans Associations’ as one of the key objectives of the MOU. These developments pave the way for programs to create financial inclusion for all in Egypt, especially the rural women.

UN Women signed a 3-year agreement with the European Union Delegation in Egypt entitled “Women’s Empowerment and Financial and Economic Inclusion in Rural Egypt: COVID-19 Response” and with the Embassy of the Kingdom of the Netherlands in Egypt entitled “Women’s Financial and Economic Inclusion in Rural Egypt”. The two agreements aim to advance women’s financial and economic inclusion in four governorates, namely Assiut, Sohag, Minya and Benisuef. The programme will utilize complementary approaches, including a) the formation and expansion of Savings Groups (SGs) utilizing digital financial services to increase women’s access to quality and affordable financial services such as savings and credit; and b) supporting SG-related women-led enterprises and/or women-led clusters through the provision of in-kind grants and non-financial services, including skills development, as well as their integration into value chains and markets.

Under the above programme, the NCW and UN Women have signed a Partnership Agreement, which is focused on large scale actions to be directly implemented by the National Council for Women, in alignment with a broader CBE/NCW Agreement recently signed on financial inclusion.

The Project Assistant will support and contribute to the implementation of the UN Women/National Council for Women Partnership Agreement and support with the administrative, financial, and operative tasks relating to the NCW/CBE agreement on women’s financial inclusion.  

Under the overall supervision of the Programme Analyst based at the NCW and the day-to-day supervision of the National Council for Women, the Project Assistant has the responsibility for the support of the delivery of the outputs and activities agreed to under the UN Women/NCW Partnership Agreement on women’s financial inclusion, as per the agreed-upon workplan.  

The Project Assistant post will be based at the National Council for Women (NCW).

Duties and Responsibilities

1. Provide administrative and logistical support:

  • Provide administrative support to the programme team in the organization of events, meetings and workshops, etc;
  • Maintain and organize up-to-date hard and electronic files for easy access and retrieval as per NCW and UN Women regulations;
  • Create and maintain files of correspondence/documents and electronically received information, and ensure up-to-date filing;
  • Maintain both hard copies and electronic copies of the official records and reference files on various subjects:
  • Prepare presentation material/slides in Powerpoint for presentations for the meetings/workshops and keep all documents ready for meetings.

2. Provide administrative financial management support:  

  • Support the programme team in the financial management of the project and ensure timely disbursement as per NCW regulations;
  • Keep a record and up-to-date filing of all financial transactions related to the project for reporting and audit purposes in accordance with NCW and UN Women regulations;
  • Support in financial reporting in accordance with UN Women standards and regulations, working in coordination with the NCW and UN Women financial officers.

3. Provide administrative planning, monitoring and reporting support:

  • Follow up on implementing activities, including the monitoring of work plans and activities;
  • Closely work with programme teams to facilitate the preparations and implementation of field activities, events and assessments;
  • Liaise with field officers to ensure timely progress of field activities;
  • Support the programme team with reporting under the NCW and UN Women standards and regulations;
  • Follow up on operations in the field and delivery of activities;
  • Provide timely data collection for reporting purposes in accordance with UN Women and NCW regulations.

Required Skills and Experience

Education:

Experience:

  • 2 years work experience at the national or international level;
  • Experience in women’s economic empowerment and financial inclusion;
  • Experience working within or coordinating with government institutions is an asset;
  • Experience in the use of computers and office software packages (MS Word, Excel, etc). 

Language Requirements:

  • Fluency (written and spoken) in English and Arabic required.
