Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Office/Unit/Project Description  

In 2014 the Government of Timor-Leste created the Special Administrative Region (SAR) and established the Special Zone of Social Market Economy (ZEESM) in Oé-Cusse district (an enclave nestled within Western Timor province of Indonesia and with an estimated population of 75,000).  

UNDP has been providing policy advice to the SAR-ZEESM Office since its establishment and has developed a program to help the ZEESM establish and operationalize institutional and developmental structures and systems. 

The framework for UNDP’s support to Oé-Cusse ZEESM is built around two components: (i) governance (ii) sustainable and innovative development. Thus, as part of the roll out process of ZEESM there is a need to formulate policies and provide high quality advice to support priority areas that have clear and strong forward linkages to the ZEESM. 

The SAR and ZEESM project focuses on policy innovation in order to improve service delivery in key areas of regional development: tourism, business development, agriculture, and water. 

The Monitor and Evaluation Officer will contribute to:

• Improve Project implementation in all mentioned areas reporting efficient, timely, responsive, client-friendly and high-quality.

• Increase SAR and ZEESM project traceability and increase integration within programmatic areas related to project implementation.

• Build and share knowledge on reporting, monitoring and evaluation with the project staff and partners.  

Institutional Arrangement

The Monitoring and Evaluation Officer will work under the supervision of the UNDP Programme Manager and advice/guidance of the CTA, and will be will actively support the Project Management Unit (PMU) in development and implementation of monitoring and evaluation strategy to showcase the project results and impacts. 


Duties and Responsibilities

The Monitor and Evaluation officer will undertake the following functions:

Monitoring and Evaluation:

1. In consultation with programme manager and team develop a M&E framework and plans, define project indicators, prepare tools and collect and review monitoring data.

2. Design and implement data collection and reporting protocols linked to project outcome indicators to support routine project progress reporting.

3. Support  monitoring data quality tracking the progress of activities and identifying opportunities for staff and Implementing Partners capacity building opportunities.

4. Perform field visits as per need to ensure the quality of the data gathered by the project and to verify the accuracy of the reported data.

5. Record report and analyze data against indicators listed in the logical framework against indicators and Annual Work Plan.

6. Manage key informant in-depth interviewing, managing survey data collection, reviewing data, preparing datasets, analyzing quantitative or qualitative data, and report writing.

7. Interpret outcomes of implementation through data or other evidenced-based sources and provide program recommendations as needed.

8. Assist in the management of field monitoring, evaluation design, empirical and statistical analysis, environmental compliance, and management of information systems.

9. Reviewing project reports, back-to-office reports, activity implementation reports, visiting sites, meet with communities and beneficiaries and engaging in written and oral communications with project stakeholders, beneficiaries, grant recipients and local communities to support M&E;

10. Prepare regular M&E reports, update risk matrix and logs, lessons learned logs and organize regular monitoring and implementation progress reporting with key government partners, NGOs and community organizations

11. Collect data from field monitoring reports. BTORs, activity implementation reports, KIIs etc. and regularly update the results monitoring and tracking framework

12. Asist on monitoring of environmental and social risks, and corresponding management plans as relevant, monitoring of gender action plan and monitoring of stakeholder engagement plan.

13. Assist in the preparation of quarterly and annual reports, in adherence to and compliance with project Annual Work Plans (AWP) and M&E frameworks;

14. Assist in the monitoring of milestones and key accomplishments of the program;

15. Support in organise special events such as launching, donor engagement/joint monitoring, etc

16. Conduct M&E need identification survey among project staff and identify M&E capacity gaps

 

Capacity Building and knowledge Management:

1. Generate knowledge management products on M&E such as handbooks, toolkits for indicators, lessons learnt reports, webinars and others.

2. Network and actively engage with counterparts, communities of practice and other partners in disseminating learnings and acquiring timely information with respect to M&E policies, tools, and best practices.

Required Skills and Experience

Min. Academic Education

Advance university degree (Master’s degree or equivalent) in social science preferably in Monitoring and Evaluation, Communication, International Relations, Development Studies, Project Management, or related disciplines. A first-level university degree (bachelor degree) in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Min. years of relevant Work experience

A minimum of two (2) years for bachelor degree and zero (0) year for master’s degree of progressively responsible experience in providing strategic support to research and data analysis, knowledge management or project management in the context of development cooperation or related area is required.

Required  skills and competencies

Excellent writing and analytical skill in drafting concept notes and reports.

Knowledge and experience in designing M&E systems and conducting evaluations.

Experience in working in the United Nations common system or similar organization is desirable.

Desired additional skills and competencies

Experience in handling of web-based data management systems is an asset.

Experience in working with Government.
 

Required Language(s) (at working level)

Fluency in oral and written English is required.
