Background

The protection and promotion of the universal values of the rule of law, human rights and democracy are ends in themselves[1] and are important factors in the process of building systems of justice, fairness and stability for a well-being of the citizens.

The political commitment of the Mozambican government in addressing human rights obligations is evident and reflected on its Constitution, policies and the engagement in the international arena as State Party of the Universal Declaration of Human Rights as well as to the Universal Periodic Review Mechanism (UPR) since its establishment among other instruments and mechanisms. 

The United Nations Development Programme (UNDP) Mozambique Country Office (CO) is part of the United Nations system working to support the country’s development agenda. Its overall aim is to ensure that people attain a better standard of living through sustainable development.

To achieve this goal, UNDP’s work is anchored on the Global Development Agenda, also known as the Sustainable Development Goals (SDGs) with the target date of 2030, is guided by the United Nations Development Assistance Framework (UNDAF), the UNDP Strategic Plan and the Country Programme Document (CPD). UNDAF and CPD are developed and implemented in coordination with the Government, civil society and development partners.

The current period of UNDAF and CPD implementation cycle is from 2017 to 2021, with the CPD covering three thematic areas: a) Sustainable and Inclusive Economic transformation; b) Resilience and Natural Resources Management; and c) Good Governance, Peace and Social Cohesion.

Within the current programme cycle, UNDP has signed Project Documents with the Ministry of Justice, Constitutional and Religious Affairs aiming at supporting State and non-State actors working in the areas of Justice and/or Human Rights. The focus of the support has been on Strengthening Access to Justice, the Protection of Human Rights, CSO’s role on UPR mechanism, Gender and HIV. Partners in these documents include Ministry of Interior, the Supreme Court, Attorney General’s Office, the Office of the Ombudsperson, the National Human Rights Commission and CSOs.

The CO is in the planning process for the next United National Sustainable Development Cooperation Framework as well as the Country Programme Development. The CO is working to be fit for the current and upcoming development priorities in the area of Justice, the Rule of Law and Governance in general. In this context UNDP plans to recruit a Programme Analyst. The Programme Analyst on Justice and Rule of Law will support the design and implementation of the Justice and Rule of Law portfolio within the Governance and Social Cohesion Unit, as well as support in other Governance related areas whenever necessary. He/she will provide programmatic support to the implementation of the ongoing Project “Strengthening Access to Justice and the Protection of Human Rights in Mozambique 2018-2021” and provide support for the design and implementation of the relevant portfolio during the formulation of the next programming cycle. 

Under the guidance and direct supervision of the Team Leader of the Governance and Social Cohesion Unit, the Programme Analyst is responsible to lead the day-to-day management of the relevant portfolio and that contribute to effective achievement of progress in the SDG dimensions of Justice, based on the Results-based Management (RBM) principles. The Programme Analyst analyzes political, social, economic and development trends that affects Justice and leads monitoring and evaluation and communication of programme activities within his/her portfolio. The Programme Analyst promotes and advocates for UN’s and UNDP global mandates and priorities related to the thematic issues.

The Programme Analyst supervises and leads programme support staff and coordinates and provides an oversight of activities of the projects’ staff related to dedicated area. The Programme Analyst works in close collaboration with the programme and operations teams, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful CO programme management

Duties and Responsibilities

1. Ensures Implementation of UNDP corporate and UNDP Mozambique’s strategies focusing on the achievement of the following results:

  • Provides support, as necessary, to the analysis and research of the political, social, and economic situation with a particular focus of areas that have impacts on Justice and Rule of Law programmes in the country, and contributes with substantive inputs to CCA, United Nations Sustainable Development Cooperation Framework (UNSDCF), CPD, and formulation of Project Documents;
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned based on the above analysis as well as UNDP’s corporate priorities and comparative advantage;
  • Identification of sources of information related to Justice and Rule of Law issues. Keeping abreast of policy changes regarding the thematic/sectoral area, analyze them and inform senior management;
  • Monitoring and analysis of assigned programmes, timely readjustments in portfolio;
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.

2. Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation achieving the following results Management of the CO programme, achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results and contribution to office-wide initiatives and activities, e.g. formulation of country office management plan, strategic result framework and providing support for developing vision and substance;
  • Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Identification of new programme/projects in the areas of Justice and Rule of Law, review and adjustment of project documents according to agreed-upon governmental priorities and available resources;
  • Initiation of projects, presentation of projects to PAC, preparation and finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for vouchers approval, participates in recruitment processes for projects;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects;
  • Evaluation of the programme impact. Monitoring and analysis of the programme environment, timely readjustments in portfolio.

3. Ensures support to strategic partnerships and ensures effective implementation of the CO resource mobilization strategy focusing on achievement of the following results:

  • Operationalization of partnerships with the UN Agencies, bi-multilateral donors, IFI’s, government institutions, private sector and civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Preparation of briefing notes, statements and speeches for Senior Management related to the areas of intervention;
  • Maintenance of project briefs and activity information for bilateral donors, academia, and other UNDP field offices to support UNDP’s public awareness activities;
  • Analysis of counterpart capacities and identification of capacity building support packages for National Partners, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

4. Ensures Provision of top-quality advisory services to Government and non-governmental counterparts focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues;
  • Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Represents UNDP at various technical fora related to the areas of Justice and Rule of Law, such as UNCT Inter-agency technical working groups, donor technical working groups.

5. Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

  • Sound contributions to knowledge networks and communities of practice;
  • Systematic recording of best practices and lessons learnt in the areas assigned;
  • Coordination of internal and external reviews and evaluations;
  • Organization of trainings for the operations/ projects staff on programme issues.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Law, Political or Social Sciences, development studies, or other related fields;
  • Certification in Project Management will be an asset.

Experience:

  • Minimum of 2 years of experience in development Programme/Project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Proven relevant experience in governance-related fields such as international law, justice, Rule of Law is required;
  • Knowledge of the penal justice system is required;
  • Ability to work and achieve results in a multicultural, demand driven and sometimes stressful environment;
  • Experience in the usage of computers, multimedia, web-based management systems.

Language Requirements:

  • Fluency in written and spoken English;
  • Working knowledge of written and spoken Portuguese.
