The African Institute for Economic Development and Planning (IDEP), located in Dakar (Senegal), is headed by a Director and is accountable to the Deputy Executive Secretary (Programme). IDEP is a subsidiary and training arm of ECA and is responsible for improving public sector management and development planning in support of member States’ structural transformation. The core functions of IDEP are as follows: contributing to enhancing the capacity of member States for better participatory development planning, including long-term visioning, sectoral policy design and planning and urban and regional planning; contributing to strengthening the capacity of member States to develop and adopt better approaches to economic policy formulation, management, monitoring and evaluation; contributing to enhancing the capacity of African countries to autonomously deploy development planning tools to achieve structural transformation of their economies and societies; and investing in capacity development, advisory and policy dialogue programmes and activities targeted at the mid-career and senior officials of African Governments, with special attention given to the next generation of younger professionals and women officials.
This position is located in the African Institute for Economic Development and Planning (IDEP) of the United Nations Economic Commission for Africa (ECA), located in Dakar, Senegal.
Under the overall supervision and guidance of the Director of IDEP and within delegated authority, the Administrative Officer will be responsible for the following duties:
Human Resource Management
•Initiates and coordinates actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures.
•Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
•Represents the Department/Unit at Departmental Panels and appointment bodies.
•Reviews post incumbency reports for purposes of vacancy management and staffing table control.
•Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.
Budget and Finance
•Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources.
•Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures.
• Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.
•Produces financial and narrative/technical reports pertaining to IDEP partnerships.
•Implements and monitors support services, including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support; and provision of local utilities and service requirements.
•Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues.
•Monitors and maintains implementation of MoUs between IDEP and its partners outside the UN system.
•Produces financial and narrative/technical reports pertaining to IDP partnerships
•Produces major/complex reports for management.
•Provides expert guidance and leadership to more junior staff.
•Performs other related duties as required, e.g., reviews of Secretariat offices and departments at headquarters/missions, operational travel programme, adequacy of departmental space requirements, and technology requirements.

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree (Bachelor’s or equivalent) in the specified fields in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or a related field is required.
Experience overseeing work related to procurement and resource mobilization is desirable.
Relevant experience with respect to the preparation and implementation of the work programme is desirable.
Experience using Umoja or a similar system is desirable.
Experience with IPSAS accounting standards is desirable.
English and French are the working languages of the UN Secretariat. For the position advertised fluency in either English or French is required. Knowledge of the other is desirable. Knowledge of an additional official UN language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
